God calls the church to be His witnesses, meaning that we are to tell others of what we have seen and heard. The Good News of the Bible is that we are to tell others about our experiences, meaning that we will encounter God and we will know His love and saving grace personally. Therefore, the first step towards becoming a witness is to know God and to grow deeper in our relationship with Him. As we do, He will also lead us to devote ourselves to growing deeper with other believers. Then, He will lead us to go out and be His witness, both locally and globally.
